What he wants is "a 2nd opinion", and his goal is modest — "photos and short phone videos". That report reads as competent, specific and internally consistent, so an honest second opinion begins by taking it at its word, then presses the single question it leaves open: how much of the surface actually survived.

The report's details are what credibility looks like. Slider detachment is a precise mechanical finding, not a brush-off; PC-3000 and DDI are the platforms serious laboratories actually use; and three donor sets is persistence, not carelessness. This was real work by people with real equipment, and a second opinion that begins by rubbishing it should not be trusted either.
Detached sliders make surface damage a certainty, not a suspicion. The sliders are the tiny pads that fly the read elements over the platters. When they come off in a drop, they come off in contact with surfaces spinning at full speed — scoring the media and shedding debris through the enclosure. The report's conclusion follows from its first finding.
Three failed head swaps stop being a mystery in that light. Fresh donor heads flown over scored platters are destroyed by the damage they touch — the patient kills the donors. The swaps failing does not mean the swaps were done badly; it means the surface, not the heads, was the governing problem. Fitting a fourth set on hope would repeat the experiment, not change it.
What a second opinion legitimately adds is a map, not a miracle. "Surface problem" describes the drive; it does not locate the damage. Scoring is typically zonal — worst where contact happened, absent elsewhere. Under the microscope in clean air, each platter surface is mapped, and the honest question becomes geometric: do the surviving zones overlap where the photographs physically live?
Partial recovery is the realistic ceiling, and it should be priced as such. With confirmed scoring, full recovery is off the table and nobody should imply otherwise. But photographs and short videos are small files scattered widely, and region-selective imaging of intact zones — never flying heads across the damage — frequently returns a meaningful fraction. Sometimes that fraction contains exactly the pictures a family wanted; sometimes it does not. The map decides, and the family decides after seeing what the map says.
The second opinion also has a duty to say stop. If mapping shows scoring across every surface where the data sits, the professional answer is that further donors and further attempts spend money without changing physics — delivered before the spend, not after.
